Any PlayStation 4 pre-orders made from today will not be able to guarantee a console at launch.
Sony had warned that such measures may have to be taken in case they were unable to supply enough consoles for the as-of-yet unspecified launch date.

For Sony it’s a win-win, they get to good look warning people in advance and preventing too much disappointed, and they also get to big up the amount of pre-orders that have been made for the next gen machine.
Sony are to hold a press conference at Gamescon later this month where it is believed a release date will be announced.
